Prepare the Potatoes
- Preheat the oven to 375°F and lightly grease a 9x13-inch baking dish.
- Place the peeled potato chunks in a large pot of salted water. Bring to a boil and cook for 15 to 18 minutes, or until fork-tender.
Make the Meatloaf Layer
- In a large mixing bowl, combine the ground beef, chopped onion, minced garlic, breadcrumbs, eggs, milk, ketchup, Worcestershire sauce, salt, black pepper, and dried parsley.
- Mix gently until just combined, then press the meat mixture evenly into the prepared baking dish.
Make the Mashed Potatoes and Assemble
- Drain the cooked potatoes well. Mash with the butter, milk or half-and-half, salt, and black pepper until smooth and creamy.
- Spread the mashed potatoes evenly over the meat mixture in the baking dish.
- Sprinkle the shredded cheddar cheese over the mashed potatoes, then top with the crumbled bacon.
Bake and Serve
- Bake uncovered for 40 to 45 minutes, or until the meat layer is fully cooked and reaches 160°F in the center and the cheese is melted and golden in spots.
- Let the casserole rest for 10 minutes before slicing. Garnish with chopped fresh parsley or chives and serve warm.
Notes
For tender meatloaf, mix the beef gently and do not overwork it. Drain the potatoes well before mashing so the topping stays fluffy. Let the casserole rest before slicing for cleaner layers.
